• Explain why defining the importance of the problem is a critical step. What are the reasons for defining the importance of the problem? What difficulties might arise in the policy project if the importance of the problem is not established?
• Explain why evaluating recommended courses of action is a critical factor in the policy analysis process. What types of difficulties might arise in the process if this step is not completed correctly?
